What is PATCH
PATCH (Petroleum Assets for Texas Community Help) is a Texas-based 501(c)(3)(pending) nonprofit that organizes the voluntary deployment of oilfield equipment, skilled labor, and logistical resources to communities affected by natural disasters.
From wildfires and hurricanes to floods and severe weather events, PATCH mobilizes the untapped capacity of the oil and gas industry to deliver rapid, organized, boots-on-the-ground support when traditional response systems are stretched thin.
PATCH is built on the principle that the oilfield isn’t just capable — it’s uniquely qualified to help in disaster scenarios.

By coordinating pledged assets from industry partners and handling logistics, deployment, and cost recovery, PATCH ensures that Texas communities have access to powerful support — exactly when they need it most.
The Problem
During large-scale disasters, state, county, and municipal emergency resources are often stretched beyond capacity — especially in small or rural communities. These areas frequently lack:
- Heavy equipment (pumps, trucks, earthmoving machines)
- Mobile infrastructure (generators, housing, water delivery)
- Skilled logistical personnel trained for crisis environments
Meanwhile, across Texas, oilfield companies possess:
- Hundreds of millions of dollars in idle equipment staged in laydown yards
- Highly trained personnel with military, firefighting, EMS, and logistical backgrounds
- Field-proven systems built for remote operations, fast mobilization, and supply coordination
Government frameworks like NIMS (National Incident Management System) exist to coordinate response efforts — but they don’t deliver equipment or manpower. They organize what’s already on hand.

The PATCH Solution
PATCH transforms the oilfield’s unmatched logistical power into an organized, rapid-response disaster support force.
By pre-registering pledged assets from partner companies — including high-capacity water pumps, generators, heavy transport, layflat hose, mobile fuel, and trained personnel — PATCH maintains a real-time, deployable resource pool that can be activated within 24 hours of a disaster.
Once activated, PATCH handles:
- Deployment coordination with local or state agencies
- On-site logistics and demobilization
- Resource tracking and field accountability
- Support services such as mobile showers, rest areas, and food operations through industry partners
All of this is done under a centralized, private-sector-led framework, giving communities access to large-scale response capabilities without delays, red tape, or agency overload.
PATCH also leverages charitable funding and grant programs to:
- Offset deployment costs for partner companies
- Sustain nonprofit operations

How PATCH Works
1. Asset Pledges
Oilfield service companies voluntarily enroll with PATCH by pledging specific equipment, crews, or services that can be made available within defined notice periods (typically 24–48 hours). Each pledge includes detailed information on asset type, quantity, operational region, and mobilization limitations.
This network of pre-committed resources forms the operational backbone of PATCH.
2. Centralized Coordination
PATCH maintains a live inventory of pledged assets and conducts regular readiness checks to ensure equipment and crews are available when needed.
In parallel, we build proactive relationships with city, county, and state emergency management agencies—ensuring PATCH is recognized as a deployable partner in official disaster response plans.
3. Disaster Activation
When disaster strikes and PATCH receives a request for support, our operations team evaluates the situation and activates an appropriate response package.
We coordinate all logistics—including fuel, transport, staging, routing, on-site deployment, crew housing, communications, and demobilization—so that our partners can focus on executing the mission safely and efficiently.
4. Documentation & Reimbursement
Throughout each deployment, PATCH facilitates clear documentation of costs, asset use, and man-hours to streamline access to applicable federal, state, or local reimbursement programs.
Where no reimbursement is available (e.g., non-declared disasters), PATCH uses donor funding to offset operational expenses and support participating companies with stipends or cost relief.
PATCH beyond the Response
PATCH is more than just a disaster deployment network — we’re committed to restoring, rebuilding, and reinvesting in the communities we serve long after the emergency ends.
Through private donations and industry support, PATCH allocates funding for:
- Community Beautification & Rebuilding Projects
We support the restoration of parks, schools, public spaces, and essential infrastructure impacted by disasters — often in areas where recovery funding falls short.
- Support for Local Charities
PATCH partners with community organizations already embedded in recovery efforts, providing direct financial aid or logistical support to amplify their impact.
- First Responder Relief Funds
PATCH allocates a portion of its funding to assist with funeral costs, medical bills, and family support for first responders injured or killed in the line of duty during disaster events. These heroes deserve more than recognition — they deserve real support.
